We published a new draft of the 2023-2031 Housing Element on May 16. The Housing Element is a required part of the City’s General Plan. It addresses our community’s housing needs. It also shows how we will accommodate our fair share of regional housing for the next eight years.

The new draft Housing Element addresses comments received on the previous draft. Comments were from community members and the State Department of Housing and Community Development (HCD).

It includes new programs that will help:

• Increase housing capacity throughout the city
• Create more affordable housing
• Reduce impact fees for certain housing types
• Serve unhoused residents

On May 24, we submitted the draft to HCD for their 60-day review.
