The type of business you want to open will determine the permits and licenses you need to establish a legal business. Depending on your business type, you may need to obtain these permits or licenses before you can get a City business license.
- The California Governor's Office of Business and Economic Development provides a database of permit, license and registration requirements information from all levels of government, from local to federal.
- The California Department of Consumer Affairs provides a list of professional services and occupations that require permits or licenses from the State. Find out if your new business requires a state permit or license.
- If you plan to hire employees, you must register as an employer with the California Department of Employment Development (EDD). The EDD can assist you with applying for a state Employer ID, setting up and managing your tax account and all legal forms needed to ensure your business remains in compliance with California’s employment laws.

Obtain City Business License
You must have a City of Sunnyvale business license before you can open or operate your business. All businesses, including home-based businesses, must have a City business license.
Business licenses are renewed on a two-year cycle. To receive your Business License Tax Certificate, you must pay tax for both years.
