PCBs Screening Prior to Demolition
Effective July 1, 2019 applicants for building demolition permits must complete a PCBs (polychlorinated biphenyls) screening process prior to receiving a demolition permit.
As an applicant for a building demolition permit, what do I need to do?
- All applicants must complete the PCBs Screening Assessment form (in the Applicant Package). If the building to be demolished is wood-framed or a single-family residence you will not need to screen for PCBs.
- You will need to screen for PCBs if the building
- Was constructed or remodeled between Jan. 1, 1950 and Dec. 31, 1980, and
- Will be completely demolished
If you are required to test for PCBs, you must also complete a Contractor's Report (see template in the Applicant Package).
How do I need to screen for PCBs?
You may use either representative sampling or available records. The testing process is detailed in the following:

What building materials do I need to test for PCBs?
The PCBs screening process requires that you test priority building materials which are:
- Caulk
- Fiberglass insulation
- Thermal insulation
- Adhesive mastics
- Rubber window gaskets
What if screening tests detect PCBs in building materials?
You must follow applicable federal and state laws on material removal and handling, with particular requirements for PCBs greater than or equal to 50 parts per million. Refer to both the Applicant Package and the Resource below.

Background
PCBs have been found in fish in San Francisco Bay that present a risk to human health. Demolition activities from buildings containing PCBs are contributing sources of these PCBs. These pollutants enter the Bay through storm drains and local waterways.
Water quality for the San Francisco Bay Region is regulated by the San Francisco Bay Area Regional Water Quality Control Board. This Regional Water Board requires local agencies to start a PCB control program for demolition. To meet that requirement, the City worked with other Bay Area agencies to create the PCBs Screening Applicant Package and process for demolition applicants.
