The LSAP district includes multiple parcels and property owners along the Caltrain rail corridor. The area is developed with a mix of commercial (including Costco) and office/research and development/industrial land uses, including residential mixed-use and multi-family developments. The general plan area boundaries are Kifer Road and 945-955 Kifer Road to the north; Reed Avenue and 1155-1175 Aster Avenue to the south; Uranium Drive to the east; and 932 Kifer Road and 945-955 Kifer Road to the west.

The purpose of the LSAP is to promote greater use of the Lawrence Caltrain Station and guide the development of a new urban neighborhood with a mix of land uses that allow people to access their homes, jobs, recreational facilities, and neighborhood goods and services within proximity of one another, reducing their dependence on the automobile. The plan is based on guiding principles of allowing diverse and flexible land uses, dense station area development, improving connectivity, and establishing unique neighborhood character and identity. The plan was originally adopted in 2016 and amended in 2021.

The City originally adopted the LSAP in 2016 to promote development near the Lawrence Caltrain Station that could encourage higher ridership levels at the station. The process of developing the plan relied on extensive input from the overall Sunnyvale community, business and property owners, the Sunnyvale Planning Commission, the Sunnyvale City Council, a Technical Advisory Group (TAG) and a Citizens Advisory Group (CAG).

Following the 2016 LSAP adoption, the City initiated a study to increase the allowable number of housing units in the plan area. In addition, the City started the process to develop a sense of place plan to improve mobility and safety for pedestrians, bicyclists, and transit users. In 2018 the scope of the study was expanded to include three sites owned by Intuitive Surgical, Inc. into the plan area boundary. Intuitive stated their intent to develop a new corporate campus on these sites which would allow them to remain and grow in Sunnyvale.
