California Water Service Co. (CalWater) wants to build a replacement water supply well at 800 Carlisle Way. The new well, and related improvements, will provide water supply reliability. It will support meeting current customers' water supply needs.

This well will give CalWater access to a long-term source of water for their customers. It will offset a decrease in supply from other sources due to drought and climate change.

The project includes:

New 56,000-gallon steel water storage tank (12 feet high)
Three chemical storage enclosures for water treatment
Emergency generator for backup power
Other utility and right-of-way improvements

Building the well may take three months. This includes continuous drilling 24 hours a day for two consecutive weeks. Plus, a post-construction 24-hour water production test, see Details.

Progress

Environmental Review - Scoping Meeting

We're working on an Environmental Impact Report (EIR). This will identify the project's potential environmental impacts. Throughout the project we will provide opportunities for public input. We held a scoping meeting on Feb. 16, 2023. We prepared a Notice of Preparation to inform the public and interested agencies. We solicited comments (from Feb. 3 to March 6, 2023) about the project scope and content for the EIR.

Details

The project site is on the southeast corner of Lillian Avenue and Carlisle Way. It is bound by Panama Park to the west and Carlisle Way to the north. Residential developments are to the south and east. The 0.77-acre project site is in a residential neighborhood.

Once working, water from the replacement well will be pumped, treated and stored in the new tank. Water will be distributed through a new 8-inch water line. This line will connect to the existing 10-inch water line.

A post-construction water test involves pumping about two million gallons of raw water from the well. The state's Division of Drinking Water regulations requires a second test. This is a separate pumping of water for about 15 minutes. This will discharge roughly 18,000 gallons into the storm drain system.

Background

The project site is zoned Low Density Residential (R-0) combined with Single Story (S) overlay district. It is designated as Low Density Residential (RLO) in the City of Sunnyvale General Plan. The project site was a groundwater extraction site for CalWater.

In 2016, CalWater stopped using the well. This was due to sanding issues and casing deterioration within the well. The well was non-functional so they removed the 50,000-gallon steel tank.

The communication tower is still in use. It is owned and maintained separately by Sprint Nextel. There are no changes proposed to the existing on-site communication tower.
