Project Status: The Planning Commission approved the application on Aug. 14, 2023.

The project applicant held a community outreach meeting on June 1, 2022. The Planning Commission held a study session on the project on Jan. 9, 2023.

The proposed project includes 114 residential units in 15 condominium buildings. These consist of 15 one-bedroom, 63 two-bedroom and 36 three-bedroom units. Also planned are 14 below market-rate units. The application includes a 35,393 square-foot office building near the street corner. The project requires Use Permit and Vesting Tentative Map applications.

Environmental Review

The California Environmental Quality Act (CEQA) requires that all state and local government agencies consider the environmental consequences of projects for which they have discretionary authority. We hired a third-party consultant to draft the environmental document for the application.

The project site is at 877 W. Fremont Avenue. It is about six acres. The project site is next to one-story single-family homes along the north. It's next to one- to two-story condominium units along the east side. Currently there are eight one-story medical office buildings on-site. The General Plan designation is Village Mixed Use and zoning is Office.

The General Plan Land Use and Transportation Element (LUTE) identifies the project site as a Village Center. We are currently developing a Village Center Master Plan. See Village Center Master Plan for definition and details.
